Los Angeles, California 90012

Dear Chairman of the Board Martinez:

We are writing to support the ordinance of Los Angeles City Council members Paul Koretz and Paul Krekorian to ban phantom weapons in Los Angeles. This ordinance is a significant effort to help keep unserialized and untraceable firearms known as “ghost weapons” off our streets. Similar initiatives have already been implemented in San Diego and San Francisco, and we applaud Los Angeles City Council for considering a similar measure.

Ghost guns pose a significant threat to public safety, creating a loophole through which those prohibited from possessing firearms can escape regular, routine background checks. According to a report on gun crimes in California in the New York Times, “[g]Host guns have accounted for 25 to 50 percent of firearms recovered from ‘crime scenes’ in California over the past 18 months. The Los Angeles Police Department alone has seen an approximately 400% increase in ghost weapon recoveries since 2017 and this trend is expected to continue to grow. A relevant example of the dangerousness of these weapons is the tragic shooting of two Los Angeles County deputies last September. Orders like the one proposed by Council members Koretz and Krekorian are essential to public safety.

As the Los Angeles Police Department has stated, ghost guns are an epidemic across the country. This is why we are proud to support federal laws such as the “Untraceable Firearms Act” and the “3D Printed Firearms Safety Act”. As we work to pass these important laws, we applaud the efforts of the Los Angeles City Council to address this issue.

Thank you for your attention to this important matter. We look forward to continuing to work with you at the state and federal levels to help protect public safety.

Truly,
